Preheat the oven to 375°F (190°C). Warm 1 tablespoon of olive oil in a large skillet over medium heat.
Add the finely chopped onion and minced garlic to the skillet, sautéing until soft and fragrant, about 3 minutes.
Add the fresh spinach and red pepper flakes, cooking until the spinach wilts. Stir in the Italian seasoning, then remove from heat and set aside.
In a bowl, mix the softened cream cheese, sour cream, and grated mozzarella cheese until smooth. Season with salt and pepper, then fold in the cooked spinach mixture.
In a separate skillet, heat the remaining olive oil over medium-high heat. Season the beef chops with a bit of salt and pepper, then sear each side for 2–3 minutes until browned.
Place the seared beef chops on a baking sheet lined with parchment paper. Spread an even layer of the spinach-cheese mixture on top of each beef chop.
Bake in the preheated oven for 15–20 minutes or until the beef chops are cooked through and the cheese is melted and bubbly.
Remove from the oven and let rest for 5 minutes before serving. Garnish with additional red pepper flakes or chopped parsley, if desired.
