For Topping:

Instructions
- Activate the Yeast: In a small bowl, whisk together the warm milk, sugar, and yeast. Let sit for 5-10 minutes until foamy.
- Make the Dough: In a large mixing bowl, combine flour, salt, garlic powder, and rosemary. Add the yeast mixture, butter, and egg. Mix until a dough forms, then knead for 8-10 minutes until smooth.
- First Rise: Place the dough in a greased bowl, cover, and let rise for 1 hour, or until doubled in size.
- Prepare the Garlic Herb Butter: In a small bowl, mix softened butter, garlic, rosemary, parsley, and salt.
- Shape the Dough: Punch down the risen dough and divide it into small balls (about 1½ inches each). Roll each ball in garlic herb butter and arrange them in a greased 9-inch baking dish, layering with shredded cheese.
- Second Rise: Cover and let the dough rise for another 30 minutes.
- Bake the Bread: Preheat the oven to 375°F (190°C). Bake for 25-30 minutes, or until golden brown.
- Finish & Serve: Brush with melted butter, sprinkle with flaky sea salt, and serve warm.
